CEFR B2 explained: what B2 means, and what it sounds like out loud

What does B2 mean in the CEFR?
B2 is the fourth CEFR level and the top of the Independent User band.
The framework calls it Vantage; schools call it upper intermediate. At B2 you follow the main ideas of complex speech, hold a regular conversation with fluency and spontaneity, and argue a viewpoint with its pros and cons.
The phrase worth keeping from the 2001 wording is ‘without strain for either party’. B2 is the first level at which the listener stops working.
The 2020 Companion Volume swapped ‘native speakers’ for ‘users of the target language’ without changing the substance.
It is the level most people ask about, and the level many claim but fewer demonstrate out loud. So this page is about what B2 sounds like.
What do the B2 descriptors say, skill by skill?
The Council of Europe’s self-assessment grid sets it out skill by skill.
The two speaking rows are the ones that decide how B2 is heard.
• Spoken interaction: takes an active part in discussion, accounting for and sustaining a view
• Spoken production: clear, detailed description, with the advantages and disadvantages weighed
• Listening: lectures, complex argument on familiar topics, most news and standard-dialect films
• Reading: articles and reports in which the writer takes a position; literary prose
• Writing: clear detailed text, and an essay giving reasons for and against
What does B2 speaking actually sound like?
It sounds like someone holding a view while the listener does no work.
The examiners’ table gives five B2 cells: range ‘without much conspicuous searching for words’, accuracy ‘can correct most of his/her mistakes’, fluency ‘a fairly even tempo’, interaction ‘may not always do this elegantly’, coherence ‘some jumpiness in a long contribution’.
Three levels answering one prompt, ‘Should cities charge drivers to enter the centre?’. I wrote all three; none is a real candidate.
• B1 — ‘It is a good idea, because there is too much traffic. But some people need the car’
• B2 — ‘On balance I’d support it, as long as the money goes back into buses and trains’
• C1 — ‘If it’s revenue, it becomes a quiet tax on the nurse who can’t catch a bus’
Is B2 fluent?
Conversationally fluent, professionally usable, not effortless.
Read the B2 turn again: a hedge, a condition with a consequence hanging off it, an even tempo, a conclusion. Unlike the B1 turn, it never breaks tempo to plan a verb.
The framework never says which level counts as fluent. The B2 cell permits hesitation ‘as he or she searches for patterns and expressions’; the C1 cell reads ‘fluently and spontaneously, almost effortlessly’.
So when someone at B2 says they are fluent, they are right about everyday conversation and wrong about the boardroom.
Nor does fluent mean accentless. In the 2020 wording the B2 accent ‘has little or no effect on intelligibility’: your accent stops mattering and your precision starts.
What exam scores count as B2?
Every mapping below comes from the board that publishes it.
Every board also attaches a caveat, so read these as thresholds rather than a translation table.
• Cambridge English Scale: 160 to 179 is B2, and 180 upwards certifies C1
• IELTS: bands 5.5 to 6.5 are B2, bands 7 to 8 are C1
• IELTS itself puts the C1 threshold somewhere between 6.5 and 7
• TOEFL iBT on the 2026 scale: 4 and 4.5 are B2
• Duolingo English Test: 100 to 125 is B2 on its own alignment
Is B2 enough for a job or a university place?
For many jobs, yes; the hard gates are written down.
Verify the visa rules on the official sites: the UK requirement changed in January 2026, and the EU level is set per competition notice.
B2 gets you in; C1 makes the seminar bearable. ‘Familiar contexts’ does not cover twelve native speakers disagreeing about a text you read last night.
• UK Skilled Worker visa: B2 in all four skills since 8 January 2026
• Extensions of visas granted before that date: still B1
• EU institutions: a second official language at B2, a first at C1
• UK Student visa: B2 at degree level, B1 below it
• Typical undergraduate offers: IELTS 6.0 to 6.5, which is B2
• UK medicine and nursing: IELTS in the 7 range, which is C1
What can B2 not do yet?
Three things, and all of them involve other people.
At B2 you can choose a register on purpose. What you cannot yet do is any of the following.
• Read the register shifts inside other people’s idiomatic speech
• Use the language for joking, allusion and emotional shading
• Follow several native speakers talking over each other, off your topic
How long from B2 to C1, and how do you train it?
Roughly 200 guided hours, and almost none of the gain is grammar.
Cambridge puts B2 at about 500 to 600 cumulative guided hours and C1 at 700 to 800. The Goethe-Institut counts 800 to 1,000 teaching units of 45 minutes to reach C1 in German.
Those are lessons, not minutes of your own voice. Two hundred hours in a class of twelve, half of every lesson spoken, is about eight hours of you speaking.
So check yourself first. Record a two-minute answer to a for-and-against prompt and listen back for the cells: even tempo, rare long pauses, self-correction, connectors beyond and, but and so.
Then train what the C1 descriptors name.

Frequently asked questions
Is B2 upper intermediate?
Yes, in the labels publishers use; the Council of Europe’s own name for B2 is Vantage, the top of the Independent User band. Upper intermediate courses usually finish at or just below B2, which is why finishing one and passing a B2 exam are not the same event.
Is B2 English good?
Good enough for many jobs, for typical undergraduate offers at IELTS 6.0 to 6.5, and for the UK Skilled Worker visa. It is the first level at which conversation happens without strain for either party. Nobody noticing that you are a learner is C1, not B2.
What IELTS score is B2?
IELTS maps bands 5.5 to 6.5 to B2 and 7 to 8 to C1, with its own caveat that the bands are not exact equivalents. On the Cambridge English Scale B2 is 160 to 179, on the 2026 TOEFL iBT scale 4 to 4.5, and on the Duolingo English Test 100 to 125.
Which is higher, B2 or C1?
C1. The order runs A1, A2, B1, B2, C1, C2, and C1 opens the Proficient User band. The audible difference is ease: B2 is fluent with hesitation while you search for expressions, while C1 is fluent and spontaneous almost effortlessly, with a precision B2 does not have.
Is B2 enough for the UK Skilled Worker visa?
Yes, and it is the minimum. Since 8 January 2026 the visa requires B2 in reading, writing, speaking and listening, proven by an approved Secure English Language Test or an equivalent qualification. People extending a visa granted before that date still need only B1. Check gov.uk before booking.
How long does it take to go from B2 to C1?
Roughly 200 guided learning hours, on Cambridge’s own cumulative figures. Those are lessons, not minutes of speaking, and the step is mostly ease, precision and register, so daily spoken practice on unfamiliar topics is where the remaining gains sit. No grammar course trains that part.
